Apparantly the League is to be played over 21 rounds with the teams playing each other 3 times. I assume there will be a home and away leg but the rest is a bit odd as some teams will have one more home fixture than others.
Has anyone seen a fixtures list? Or more importantly is it fair for everyone?

They haven't drawn up the fixtures yet.
With three rounds, obviously you'll play some sides away twice and some sides at home twice. I doubt this will be drawn by lots, as they will need to ensure that all sides play the same number of home and away matches (plus or minus 1, given there are an odd number of rounds). So it's likely that round 3 will just be the same as round 1.
The ASA's reasoning for 3 rounds rather than 4 was the scheduling of matches on Fox Sports. Due to other commitments after April, Fox couldn't guarantee showing A league matches live as per their agreement.
I suspect that plans will already be in place regarding match scheduling for the following season to allow them to play 4 rounds. I think the ASA are well aware that everyone dislikes 3 rounds.
