Suppose for a minute that Liverpool wins the CL. What would then happen if they were to come fifth in the league? In England the spots extend down to fourth but the actual awarding of the positions is at the discretion of the FA. Would the FA be that blatantly stupid to deny the previous year's champions the right to defend the title and force them to play in the UEFA Second Chance Draw Cup?

My guess is that they would give it to the top 3 and LFC (if they won, a big *IF*).
There is a precedent of this happening:
In 2000, Real Madrid finished fifth in Spain's Primera Liga but won the Champions League and were given the place in the next season's competition that would otherwise have gone to Real Zaragoza. "

From memory para 1.03 states:
"At the request of the national association concerned, the UEFA Champions League title holders may be entered for this competition, as an additional representative of that association, if they have not qualified for the UEFA CL via the top domestic league championship. If, in such a case, the title holders come from an association entitled to enter four teams for the CL for the UEFA CL, the fourth-placed club in the top domestic league championship has to be entered for the UEFA cup."
It' doesn't really matter anyhow as Liverpool have no chance, but it would be funny to see Everton miss out.

It would be an absolute mockery if England had 5 sides.
That's a quarter of the league.

I reckon they should enter Everton in the UEFA Cup and guarantee them the CL the season after next and only allow one qualifying spot next season instead of two. That way no one complains.
